Each shoot starts with depth, today's and visibility surveys that govern fixture choice and the dive-rotation schedule, with safety divers, surface support and in-water comms briefed against each plan. Coast Guard NY District clearances cover harbor and river ops, with the NYPD Harbor Unit briefed where craft cross active shipping lanes. NPS authorisation handles waters around the Statue of Liberty and Ellis Island, and the Mayor's Office of Media and Entertainment lines up the master permit. IATSE Local 600 dive shooters and Local 52 gaffers and Local 728 lighting technicians anchor the lighting crew. The New York State Film Tax Credit at thirty per cent — with the ten-per-cent NYC uplift where qualifying — covers fixture rental, dive crew and post days when the production is registered against the programme correctly.
